The Team

Ted Hart and Associates (formerly EAH Strategic Business Services) was set up in 2003 to meet the needs

of licensed premises requiring advice, documentation, advocacy and compliance in accordance with the

policies of Responsible Alcohol Victoria.  We work with a dedicated group of liquor licensing professionals,

depending on the needs of the licensed venue.

Ted Hart - B Bus(Mgt), B. Bus(Acc)  CPA, TAE. Managing Director

Ted Hart was a member of Victoria Police from 1971 until 2003. He was awarded the National Medal, the

Victoria Police Service Medal and four C.C.P. Commendations. During this time he undertook part-time

studies and graduated from Monash University with a Bachelor of Business (Accounting) 1995, and Bachelor

of Business (Management) 1992.

His expertise in Liquor Licensing has evolved from being Divisional Licensing Chief Inspector - Melbourne

Police District from 1996 to 2003 with responsibility for:  general licensing duties for all licensed premises

within the City of Melbourne, Officer In Charge of the Melbourne District Licensing Unit, and Licensing

supervisor for MCG, Flemington Race Course, Melbourne Tennis Centre, Royal Melbourne Show Grounds, and

Telstra Stadium. He was the Licensing Inspector for the Moorabbin Police District for a period of three years.

From 1988 – 2002 Ted was a part-time Tutor and Lecturer in Strategic Management at Monash University.

Ted retired from Victoria Police in 2003 to start up Ted Hart and Associates, specialising in Business

Management, Accounting and as a Liquor Licensing Consultant. His clients include major Melbourne Night

Clubs, Hotels and licensed restaurants.  He is an acknowledged expert witness in the matters of Liquor

Licensing at VCAT.

Bill Horman AM, APM, LLB - Senior Consultant

Bill has an extensive history in policing, law enforcement, emergency services and community service. He

was the Tasmanian Police Commissioner, Deputy Commissioner (Operations) Victoria Police, and inaugural

Police Commissioner Vanuatu together with other roles (on secondment from Victoria Police) and Deputy

Director/Acting Director of the Australian Bureau of Criminal Intelligence (on secondment) and Director of

Investigations & Criminal Justice with the National Crime Authority. He was Head of the Security & Service

Department at Crown Casino for 15 years and was subsequently appointed to General Manager Community

Affairs.

Bill’s expertise is varied with extensive involvement in liquor licensing matters inclusive of Deputy Chairman

of the Melbourne Licensees Forum and the Melbourne Licensees Forum Steering Committee, Secretary of

the Southbank Licensees Forum, and is a member of the Port Phillip Accord Working Group.

He has been involved in the audit of licensed premises, the development of Management Plans, providing

training advice to all levels of senior management on innovative “best practice” in management. Bill has

prepared statements and reports and given evidence before the Supreme Court, Country Court, Magistrates

Courts, Children’s Court, Royal Commissions and Inquiries and VCAT. He has an Honours Law Degree from

Monash University and a Diploma of Criminology.

Paul Johnson - Consultant (Town Planning)

Cetin Must - Consultant

Cetin has had a distinctive and standout retail & hospitality career for the past 10 years. He has worked

with many licensed premises across Victoria in various management positions, including Compliance

Management at some of Melbourne’s leading  licensed venues. Cetin has also been a taskforce member

and representative on selected Local Government and Industry  advisory boards in relation to hospitality /

licensed premises, and frequently attends as a delegate to Alcohol & Drug Conferences around Australia.

Some of Cetin’s qualifications consist of a Diploma in Business (MKT) and is a nationally recognised Trainer &

Assessor (TAE) .Cetin is also approved by the Department of Justice – Liquor Licensing /Responsible Alcohol

Victoria to deliver RSA training in the state of Victoria. He posses strong knowledge of Victoria’s Liquor

Legislation, and currently works as a consultant in the industry.
